Lieutenant Tori Hughes is originally from California however grew up in Arizona.  After obtaining a golf scholarship out of high school, she pursued her interest in Criminal Justice and obtained her BA degree from California State University, Long Beach.  Realizing that education is the pathway to advancement, Chief Hughes pursued her Master’s in Business Administration at National University where she obtained her MBA.

Lt. Hughes started with the Stanislaus Sheriff Department in 1999 as a Deputy.  Through leadership and service, moved into the Community Deputy role for the community of Salida.  That assignment got her recognition as she advanced to Detectives where her focus was on Crimes Against Children and Elder Abuse.

She promoted to Sergeant in the Patrol Division of the Sheriff’s Office in 2005, which included supervising a staff of Community Service Officers, ID Technicians as well as the Property and Evidence Division.  While in this assignment, Lt. Hughes completed a $250,000 remodel of the Property and Evidence Room and established policies and procedures. She completed the Master Instructor Development Course through POST and teaches Management of Property and Evidence in Sacramento.

In 2007 she promoted to Lieutenant where she was the Watch Commander.  She later interviewed and promoted to Chief of Police for the City of Patterson in 2010.  Lt. Hughes continues to make a difference and change the community and relationships between law enforcement and the citizens. In April of 2015, Lt. Hughes was promoted as the Lieutenant of Investigations at the Sheriff's Department.

Lt. Hughes currently holds board positions with Stanislaus Office of Education’s Leadership Academy, PAL  (Police Activities League). She is also an active member of Modesto’s Rotary.
